I believe you mean "Carbon City"
Carbon city can either be installed as a stand alone program, allowing you to simply drive that route
Or it can be installed into an existing trainz install (I think TRS2009)
You have installed it as a stand alone program. If you only own Carbon City, then you will have to buy TRS2009 to go along with it to enable Surveyor, and install it into TRS2009
