How do you create a custom message or HTML page pop up for a session?

I'm not having any luck with this at allI have created a HTML doc with the coding and style I want but my problem comes at the edit in explorer part I belive what it is saying is to get the file you created and then paste it into the location the edit in explorer opened but its not working from that point on.
