I know i'll get grief for asking a simple question but I can find Streets,Roads or any hi-way in my asset directory to add to my layout. ?
 
I assume you mean can't rather than can, in which case the answer is in the Route Editor on the objects panel there are two icons at the top, one for objects the other for splines. Roads etc are under splines.
 
I guess what I should have asked is , In surveyor and your putting together a layout and you place a vehicle on the road , how do you get it to move/animate in Driver Mode

You have to lay an "invisible" track, then go to the consists and select a vehicle from there. You won't be able to animate an object vehicle.
 
The vehicles in the object menu are just static objects like the houses etc.. As SHOPlanB suggests there are some vehicles including ships and planes that are located in the consists menu and run on an invisible track.

The vehicles that you see on the roads are included in the region you select when creating a new route. The default region does not have any cars!

You can add cars to a region or create a region with your own selection of cars but the object asset has to be modified to be used as a car on the roads. This was in another thread which includes a link on how to do it:
