is there a way to make the smooth spline height narrower as to simulate a narrow cut or ledge?

No. The width is determined by the grid size. In TS2009 the grid size can be adjusted to 5 metres which will improve the situation.

What version are you using and what gauge track. In the DHR map there is 2 ft track that will allow you to create a narrow ledge. This is not available from the DLS.
