It looks like the Conrail blue color, is a allot too florescent, and allot too light blue
I did look up the actual Conrail blue before I made the original Conrail AC44 textures.
There's a few problems with finding the "correct" color. First off most railroads didn't exactly have 1 specific shade of paint they used, the tone would tweak over the years & from shop to shop depending on all sorts of things.
Secondly, and especially with older railroads, finding the colors online is not exactly easy; as most there is a lot of variations from the color database websites depending on where they got their color from.
Thirdly, and specifically for Trainz, Trainz by default has a higher gama then your normal computer operating. So one needs to compensate for that. There are two options; you can darken the gama in game, but then everything else you have will be darker, or you can darken your paint scheme to compensate, which is what most people do.
On a related note, it's good practice when reskining to never use pure white & pure black fyi.
Your model is still way to blue, here is RRMOD's 80MAC for comparison: http://www.rrmods.us/wp-content/uploads/2015/09/sd80cr.jpg You can see it's more of a grey-blue & a fair bit duller. As for the white, the number board background (because it doesn't actually appear that way in game) is pure white, whereas the white paint on the cab around the numberboard has been darkened.

The question one has to ask one's self when using an source like that is: Where did they get the color from and how certain are you that it's accurate?
Personally I often get my own colors from photographs, but it's not an easy thing to do correctly. You have to spend hours searching the web for a collection of well lit, decent quality, properly toned images. Then using the average eyedropper get the color code from each image. Average them out, finally you have to adjust for the in-game lighting (gamma). This last step is a bit of trial & error (it's not a straight adding of black, you need to adjust the tone so that you aren't dulling the colors, just darkening them.)
