A Police locomotive isn't that far fetched. British Rail made a couple of them (I think all for adverts) here is the Class 37 Police train:

The also did a Class 47 in a police scheme.

PS; after a little research it appears the Austrians did a police locomotive as well, and possible the Japanese (it's all in Japanese, so I can't read to to know for certain.)

PerRock, I thought you said Australians rather than Austrians, and was going to correct you but I reread the post. Here is the Austrian loco. It's apparently an ad for the police rather than an actual police unit, despite the Polizei on th front.

NPBL 5259. Other than some slight adjustments and painting the number boards, I think it came out rather nicely. I plan to do 5260 and 5261(Which never made it to NPBL tracks, sadly) in the near future.
