Set Time & Rate Not Loading?

I install Set Time & Rate. It shows in the Content Manager as Installed From DLS. But, it is not shown as loadable into the Driver Commands?
I have tried this numerous time (erase/install) to no avail. Set Time & Rate is shown as Installed.

Another rule, Time & Rate acts in the same manner - installed but not in the Driver Command list.

You are CORRECT!!! I was "mentally" locked into using driver commands.

Well looked for Wait Until-II. Found and it shows as Installed. BUT is not shown on the available list of RULES to be installed.
Must be something wrong in my PC. With American Social Security on the block a new PC is unlikely.

Will just run sequential, (8am start) overlapping trains with scheduled passenger service. This allows the signaling to handle any conflicts. Tired of wasting my time. Thanks for the help..... Set the clock to 8AM and let it go".

There is nothing wrong with your PC.

Wait Until-II is a Driver Command, not a rule... so the other way round.

If you're looking for a particular train to commence its service at 8am, then you need to add that as a Driver Command as part of the Driver Schedule for the train.
