Seaport issue

On my seaport basic AND seaport custom, when my trains bring is 40ft containers and petrol, it does not consume it like i put it to, it is suppose to consume around 194000 petrol a min, but it stays full, if anyone can help, it is much welcomed

Consumption Rates of all other commodities should be 0
