Those 2 trainz-build 1.5 locos are paintshed locos aliased to sd40 2,<kuid:-10:192>. I just downloaded/commited them in TS2010 without problems. Do they show any errors or missing dependencies in CM?
In addition to what Bob said, make sure that the alias that he referenced is present in your local database. If it is present, make sure it is not disabled in CMP. If it is, your re-skin will not show up.
