jimisham called it right. All the modern Razorback Railway activities are implemented as scenarios in TRS2004 and as Driver sessions in TRS2006. When playing them, they're very nearly identical in the two programs.

A blank scenario template can be created in TRS2004's Surveyor. Writing scenarios starting with that template requires a knowledge of computer programming in general and the GameScript language in particular. GameScript is a kind of semi object-oriented dialect of "C" with numerous additions for Trainz. There's no integrated development environment, you use a text editor to write the program. There's more information in
this section of the Trainz wikibook.
However, Trainz Pro Routes offer their freeware Scenario Creation System (SCS) in two versions, one for TRS2004 and one for TRS2006. SCS makes it possible for non-programmers to create scenarios, although even then some considerable learning time will be required.
The Razorback has its own sophisticated in-house activity development system that Larry has developed over several years.
