I spotted a reference to a 'Rules Tutorial' downloadable from here, any idea where to go looking?

How about 2010?

Would the rules document referenced here also apply to TRAINZ 2010? The manual available with the program is very basic; I'd like to know a lot more about creating sessions. I'm familiar with building scenarios for RW and RS, but have not tried it in TRAINZ before.

Yes, the manual is totally apply to TS2010, the rules are the same for all the Trainz version from TRS2006 to TS2010

I've just finished this tutorial. There is only one exercise plus a set of descriptions for the rules that can be invoked. The really interesting part of the tute is to do the modifications suggested at the end of the exercise. I also went a step further and changed the HTML popup to one of my own and changed the sound to something a bit more interesting.

Although the tutorial can be used with later TS editions it would be nice for Auran to complete some of the TBDs in the document.

I suggest the other lesson here is to try tricky stuff on a bare baseboard rather than a complex route under development.

With TRS2004 Service Pack 2 (Passager Pack) Auran published that

There are one simple route, one session and a doc file with the instruction.

Is for TRS2004 SP2 but work fine in TRS2006, I think that work in TS2009 and TS2010
