Besides the obvious that the arm doesn't stop vehicles before they get to the track? I hope that at least the arm extends across both lanes on the side of the tracks that it's actually trying to protect. Can't tell from the picture. I"m guessing that there's another set of tracks that this is protecting.

That's exactly what I figured too is that there is a track behind the pictured crossing arm and the track in view is a dead line.
