You need to use a paint or photo editing program such as GIMP, PaintShop Pro, or PhotoShop. There's also Paint.com, which is another program like these.

Open the file for edit in Explorer using Content Manager, and look for the texture files. Edit them to what you want. When done, close Windows Explorer, and Commit the asset so it's available in Trainz.
