Repaints/Reskins

Someone was seeking, among other things, an N&W GP7 - this got me to wondering... While I know we consumers can't release repaints of your payware, would it be permitted for someone to buy the GP7, ask someone else to make a repaint, and then keep the resulting repaint for private use?

Of course the only way you'd ever know was if someone posted a screenshot, but I was wondering.

How about if the original buyer made their OWN repaint, again keeping it ONLY for their own use.

I would think that if you bought a Payware loco ... and the re-skinner who doesn't have the loco ... when you send the loco to them, for them to repaint for you ... they would now have gotten a "free" payware loco ... which is technically redistribution of payware assets.
