You have to 'Open for edit in explorer' the basemap asset, and change the graphics file in the, now available, edit folder. After changing the file commit (CTRL-M) the asset again.

Clone the basemap asset, to make as many custom basemaps as you want ... "open for edit in explorer" ... rename the config file, username tag(s) line, to your liking ...

Use MS Paint, and copy paste your map/image onto the basemap "1km square b.jpg" ... save ... commit

Basemaps are very difficult to use on a DEM

Basemaps are most easily moved about, using a -surveyorfov=185, in your trainzoptions file
 
If you delete the image file ... You will have nothing to copy paste an image onto

Copy paste right over top of the big blinding aqua image

You don't need the original image file only an image file with the same name as the original.
In the case of the first post delete 1km square b.jpg image and rename the screenshot.jpg image to 1km square b.jpg.
