I don't think so.

The whole track (rails, ties and ballast) can be raised or lowered when you place it in Surveyor by adjusting the spline heights. The Top-of-Rail is 0.3m above the insertion height because that is the elevation where Trainz places the bottom of the wheels. If the rails were higher or lower, the wheels would either dig in or float above the rails. This way any train and drive on any track and still appear to be on the rails. There are no collision boxes so the matching of the heights is only for visual appeal. This also includes track gauge. Try placing a narrow gauge engine on a broad gauge track. :hehe:
