Problems Loading Coal

I have spent several hours today trying to get a consistent session of loading coal. Different cars and "loaders" have produced mixed results. There is one exception and that is the NSW Loader (coal) asset. It seems to work all the time without regard to settings and/or coal car type. Right now I have a loader that loads 2 out of 3 cars . I can't get it to load all three. They are identical assets. The picture shows the settings for the failing asset. I am not absolutely sure that I understand their meaning. Why is this central operation such a mystery?

A related question is - if you use an industry track element does it require a loader/tipple asset to represent the structure doing the loading? Or can you just run a coal train to a "bare" industry track and load the cars?

You should be able to use a bare track and it shouldn't make any difference. A tipple or other industry loading asset is just scenic window dressing provided it's just a building without any scripting of its own.
 
Not to belabor that point - but is the process for the industry track to set a flag in an absolute address and, the loader periodically checks that flag location and reacts accordingly? If it is ignored the industry track could care less. The lack of standards for describing settings for the industry track/loader and the cars is a pain and it becomes difficult to troubleshoot. I have to see if I can find the secret ingredient of the NSW Loader since it always works.
