All-Down Pantos
The short answer is No, but the long answer may be more satisfactory.
The pantograph state (both down, front up, rear up, both up) governs an entire train - unless you went in and scripted the pantos as stand-alone animations instead, all the pantos on your train will be in the same state.
*However* what you might try is cloning both your traincar and its pantograph, assign the cloned panto to the cloned traincar, and remove the anim.kin file from the cloned panto asset, and the reference to it in the config file. (I have not tried this, CMP might not allow a panto asset with no anim.kin, but I bet it will.) You will then have traincars you can add to your train, whose pantographs will never go up regardless of train panto state. This will produce the effect you want, I think.
