One asset won't update

TS2010_SP3:
I have finally managed to update all but one asset.
The one that won't update is:

Locomotive Sand
Author: Phil_C
KUID: 86105:60601 This one has the red "update available" arrow in the status column.
and KUID2: 86105:60601:1 This one shows as built-in.
Both versions of the asset are installed.

I am unable to open the KUID2: 86105:60601:1. Get error
"Not Authorized to open asset".

For all of the other assets I needed to manually update in order to remove from the update list, I had to open them, run PevSoft Images2TGA.bat, or open in Content Creator then re-commit.

It's just a peeve that I want to have 0 showing for updates, otherwise this is not important.

I sometimes have the same problem with the automatic updater. Sometimes going to CM to perform the update manually works but usually I just wait a few days before the problem fixes itself and the missing update mysteriously becomes downloadable.

I had at least 50 assets in the update list until today when I went into CM and updated all but the one manually. These would not update, and had been on the list for months!
This last one has permissions set so that I cannot open it, and for some reason won't automatically update either. Oh well. Trainz is far from perfect, and I'm not going to worry about such a small matter
