Since the people who run this site do not respond to there "contact us" e-mails, How do you insert a picture into the private message area? Example want to send a photo that is stored on my computer, can this be done?

If you are using the Contact Us link at the bottom of the forum pages, this has not worked for years - all communication with N3V is done via forum posts or the Helpdesk.

In terms of adding images in PMs, it's the same method as adding it to a forum post (uploading to photo sharing site and posting the URL using the Insert Image icon on the toolbar - looks like a picture),

No, this can not be done.
Use email for that or upload it to a file sharing site and share the link.
