New to Trainz

Hello any and everyone. I hadn't looked at a train simulator in close to 7 years and my sister bought me TS2010. Let me say I was impressed coming from MSTS. However I do have 2 quick questions:

What is the best program (or tool) for creating new railcars and reskinning them? Thank you for your input.

The tool mentioned mostly for creating railcars is Blender.

As for the reskinning, there are plenty of forum threads on the subject - simply click 'search' above then enter 'reskinning'.
