Hey, I can't download ANYTHING from the DLS or CMP for TS2009, always down.

Maybe because you do not have that version of the game registered to your account (since it only shows TS12)? Maybe you did not patch it to the latest build? I am just guessing here.
Anyway, if it is only 2009 and not in TS12, then the DLS is not technically down and you have an other problem.

I think this group / website actually had one good reason to exist: Hosting those "through-the-roof poly counts" assets so to prevent them from ending on the DLS :hehe: .

Good point, and very true! They wouldn't be the only third-party site that is a high-poly repository, either. Maybe I should withdraw my criticism of third-party hosting...
