can anyone tell me if it's possible to run two trains on the same track at different speeds.

I want to run a small local train stopping at all the stations running at about 40 - 50mph
but I also want an express using the same track running at 80 - 90mph.

Speed signs work great for local train but restrict expresses speed. And ISS's only work with
points don't they?

Welcome to the forums. Yes it is possible to do what you want. You will need to download the driver command "Set Max Speed To" by nikkia from the download station. Using this command you can restrict the maximum speed of the slower train to what you want in 5 mph increments. If you prefer kph over mph there is a version for that too.

An other trick is to let both trains enter your main track from a different track and set different max speeds on those tracks.
 
You could also use the Invisible speed signal and set the two locos to different priorities slow to 2 express to 1 and set the invisible speed signal accordingley. You could also use the Proritz command to set the priorities on the fly.

You could also let one train get ahead of the other so the second train gets stuck on the yellows, which will cause it to run 1/2 the posted speed.

Those don't work as they should (at least in 12) - only the lower limit on the sign is obeyed by AI on any priority

That's because you're only allowed one speed in the config file. I have some speed signs made with passenger a freight speeds but only one speed is recognized thus they are set to the freight speed. So they do work right according to what is allowed in the config file. It would be nice if there was a priority setting in the config file then what you are wanting could be achieved.
 
Just tested ISS in TS2010 set two ISS's one with priority setting for 1 at 90MPH and the other for Priority 3 to 45MPH loco priority settings to match, this achieves what the OP wanted. I didn't test just one ISS with two priorities set that may also work. I make frequent use of ISS's with the priority settings.
