It's available on TPR, but their FTP server is down.
It was available on CheckRail.com, but that site is long gone.
It's a culvert, meaning a scenery object. There are plenty available on the DLS so I recommend using the Delete Missing Assets to remove it from the route, and finding a replacement unless you want to wait until whenever TPR comes back to life.
