Making PC Windows Semi-Transparent

I commonly have a map open, and Trainz open ... but I have to click on one, or the other, and can not view both at once

I don't want to use dual monitors, as then I would have to look at one monitor, then look over at the other monitor

In Paint and Irfanview there is no ability to dial the screen to a 1/2, or 1/4, transparent image (where you could view other Windows underneath, Semi-Transparent). I seem to remember Google Earth having a dialable Semi-Transparent image, where you could see other Windows translucently through it

What I want to do is have a map open, and have it semi-transparent ... and have Trainz running underneath the semi-see through map image.

Is there any image manipulation program out there that lets you dial the image, so you can semi-see through the image, and see other Windows in back of it ?

In Windows 10 I use the "Start key" and the left/right arrow keys to create two running programs side by side. By clicking one or the other "windows" you can operate in that window. Hope this makes sense.

Check this program out you can add to Windows to make any window transparent

Its called Peek Through

What is needed is for Trainz to have the ability to show a despatcher view at the same time as the game is running. That is more important than some of the other ideas they have.
