is there any way to take the motive out so that you can pull deadline power or set power in the yards with out it running
 
I think it refers to a long line of locomotives not in service.

Yes, you can clean out the engine specifics in the config file and set it up as a piece of rolling stock.
 
I would like to place locomotives on my route but have them turned off, with no driver. But with the option of placing a driver in them at a later date when I need to use it.

For that; just place the locomotive, open the driver selection and take the driver out of the locomotive.
I leave the driver in and don't give any orders until I'm ready to use the engine. Then I can open the list of engineers in Driver mode and select the engine I want to go to directly without hunting for it.

Maybe 2009 will have a feature like this when those fine trainzers get done tinkering with it! Maybe, in 2009, you will be able to follow the driver into the yard office and get a cup of coffee with him!
 
I used TRS2006 CMP to clone ATSF C44-9W,<kuid2:113556:2915:1> then opened it for Edit in Explorer. Changed it to a piece of rolling stock by editing the config.txt file as follows:
1. Change the Category-Class to XB
2. Change the enginespec to kuid:-1:42004201
3. Change engine 1 to engine 0
4. Deleted the enginesound and enginehorn lines
5. Deleted the script and class lines
6. Edit the kuid-table to agree with the items deleted.
Save and commit.
