"Base Scenarios" is not a term associated with TRS 2006. To load rolling stock in TRS 2006, one first chooses "Start" in the launcher menu, and "Surveyor" in the main menu. This brings you to a menu of available routes, each of which has zero or more associated sessions. You either load a route, or one of the associated sessions in Surveyor, and are presented with a screen with several tabs on the right hand side. The bottom tab is the one which allows one to add or remove train and locomotive assets. This is, of course, detailed in the manual, which is also accessed from the initial launcher screen.
