The creator is sonic4592. Perhaps send him a message but her/his last post in these forums was 2014. However he/she is still uploading new assets to the DLS, the most recent was April 2020.

Failing that, my policy is to use the "Delete missing assets" command in the Surveyor menu.

Looking at his content on the DLS you may find sonic4592 stuff on one of the Thomas the Tank Engine sites, his email is in the config of his dls assets, website http://therailroadworkshops.weebly.com

As Malc mentioned, his email is in the config.txt file of his DLS assets....

If you cannot locate the asset and the creators email does not work or respond then the only option left is to delete the missing asset and move on with your life.
