i recently visited jointed rail to download there dark ballast track but there's no freeware section and thats where i found it the first time. Has jointed rail stopped making items for freeware or is the track no longer available?

Nope, everything is still there. In fact we have more freeware in the works and just released some. You need to create an account and login or login with Facebook before you can view or download any of the freeware. It's free and with the new site and most of it's bugs worked out, is pretty quick too.
