Is this NR logo susposed to glow in the dark?

It looks like it was a 'high vis'/'reflective' logo, which has been lit up by the flash on the camera.
This sort of thing is not really possible to do within Trainz (as in, having it shine when a light is pointed toward it), without a lot of work anyway. It could be setup to 'glow' at night, however this would really look silly if there's no direct light sources pointed at it...

THIS IS ONLY IF THE PERSON USED A FLASH.
Um excuse me, using a flash to take a flash of a train? Ain't that sort of a "no-no"?

My thought was actually a 'slow synchro' flash, as there appears to be very little light coming from behind the photographer.
As to using flash near a loco, I do not see a crew in the loco, hence there should be no problem. Same goes for if the train is stationary, although best to inform the crew that you are going to use a flash
If photographing a moving train, then you should avoid using the flash where ever possible. IIRC, the only places that actually restrict this are underground stations/lines, however anywhere else is not good as the crew will not be expecting it.

A big lens aperture would give a limited depth of field, so something would have been out of focus. The shot is pretty well sharp from front to back, which indicates a smallish aperture.
There are also some people on the platform in the far distance. They are not blurred, which indicates a shutter speed of 1/30th of a second, or faster.
I reckon a flash was used. The giveaway is the illuminated area of sloping platform in the foreground close to where the photo was taken. The light then fades to darkness for a short distance, until the platform lights starts to brighten the area under the canopy.
If it’s not a flash, another remote possibility is another illumination source from behind the camera such as another loco or station/trackside lamp.

Does this really need explaining? Anyone who has tried taking a picture of a train at night with just the onboard flash can tell you that the scotchlight will seem to glow, its like this so it will also glow when illuminated by a cars headlight at a crossing among other things.
