is there a place where i can find JGR class 200 locomotive also known as Kikansha Yaemon ?

i looked on trainzland the downland station which doesnt work and KUID base and i dont know where to look next or did just no one make such a loco?

I don't think so. There are many from the JNR, but no JGR.
