More on it here https://www.railforums.co.uk/threads/scandinavian-locomotive-found-in-suffolk.238411/ might need to login, but it looks like one of a batch of 5ft Gauge locos imported from Finland, some for an Amusement park and some for conversion to standard gauge for persons unknown, none of which seems to have ever happened!

There were about a dozen Finnish steam locos brought to the UK in the mid-1970s. Nobody seems to know why. There used to be four on the Epping - Ongar heritage railway, all in a similar condition, but three seem to have been dispersed quite recently. I imagine they have only a very slim chance of being restored to working order.
