It (<kuid2:67585:1017:2> InstantLoad) is also showing as "Packaged" in my CM (but the earlier version <kuid2:67585:1017:1> is still available on the DLS).
It is showing up in Driver Mode on my Trainz Plus in Sessions where it has been added to the Driver Command Rule - perhaps that is your problem?
