ICS Portals for Electro Island emitting trains going at 17 kph

I'm playing pagroove's Electro Island route and something I'm noticing is that the trains coming out of the ICS portals are only going at 17 kph. The train goes onto a 220 kph or 270 kph speed limit sign and it still goes 17 kph, even when the driver gets assigned. I tried deleting the track between the portals and re-inserting it, nothing happens. Should I delete the speed limit signs or the portals?
 
There is a phase where the train emerges from the portal that is not yet controlled by the normal operations logic. That phase probably has a speed limit. I seem to remember that signals and switches have to be a certain distance from the portal to work properly/

You are correct. Here's the full process:

You need to avoid all switches and signals facing towards the rest of the route. When the contents are emitted, the trains are zombies and will remain that way until the full consist is emitted completely. Signals are ignored and this zombie train will blow right through them as if they don't exist. If there are any switches too close to the portal, there's a chance a consist will derail if there is one set against the train on a crossover, or the train will end up on the wrong track. If the consist derails, it usually doesn't derail completely and then there are zombie bits racing all over the place requiring a visit to Surveyor editor to delete them after wreaking havoc all over the route.

Once the consist is fully emitted, it's then that the driver who was assigned to the train along with driver commands then continues the journey. If there are any load commands required, I put in a Wait... 20 secs as the first command prior to any load commands to set up the consist before assigning the actual route. Using the Schedule Library along with previously created consists, setting up portals is a pretty easy task.
 
There are no switches and I am doing what you are telling me, but the trains continue to go at an alarmingly slow rate at 17kph. The Colden Shinkansen trains are working fine. However, it is not working with the ICS. There are switches in front of the Northtropp portal and the trains produce without issues.

Make sure the line ahead is signaled well beyond the portals and there are no other switches set against the drivers much farther down the line. The drivers can "see" quite a distance ahead and will operate at caution instead of the full posted speed.

I just did and it's still not working. Nothing seems to be working. I tried deleting the portal and reinstantiating it. Long story short: Also failed. To make matters worse, one of the portals starts derailing trains upon production even with connected tracks.

Well, I fixed the derailment issue but the speed issue still persists.
 
You are not the only one having issues such as this with this route come to think of it. I would check the whole route carefully for signaling issues, missing speed limit signs, and incorrectly facing switches. If any of these issues are present, your AI driven trains will operate at half the posted speed.
