I can view my route in surveyor but not in driver mode, help

I have a route that im working on in trainz 2019, when it's in surveyor mode it works fine but when in driver mode all I see is the sky, if I zoom all the way out it shows the map in map mode and everything included on the map, but when I zoom in there's nothing showing except the sky with no ground, I checked it in content manager and it says there's no faulty with my route so I'm very confused.

I have had a similar problem in TRS2019, but haven't rechecked since SP2. Some large routes would limit me to cab view, as the minute I tried to go outside I would get nothing but sky or maybe white, no rendered scenery at all.... ANd this was after the route had fully loaded, and I was driving a "Create Session" quick drive.
