You should never need to open a .JA file in virtually all cases, as if it's a built-in asset you can view it through Content Manager.

No there isn't, and attempting to do so may be in violation of the license agreement you agreed to when installing Trainz.

They do not have to provide one if it's not meant to be messed with (and anyway, for locos/rolling stock, this is available in Content Manager). Only the patcher software can modify those files.
As far as I'm concerned, I wouldn't even bother messing about with something that's likely to prevent you from patching the game (and anyway, what versions have you got - I cannot see any registered).

As of yet, the exact figure for the release version price is not yet known to anyone outside of N3V. However, you can pledge in advance via the Trainz Portal site (http://anewera.trainzportal.com) if you want to get it at a reasonable price as well as getting the ability to test the software.

That's true, but it may not be straight away.

It will not be released until the end of 2014 and I don't recall any price being quoted. If you had pledged thru Kickstarter above a particular level they will give you a copy. Otherwise I expect that the price will be much the same as TS12. However that is a commercial decision by N3V.
BTW, I've never heard of anyone needing to edit a ja file. There really isn't any need since all the files are available through Content Manager which is part of Trainz.
I'm not sure what you mean by a Software Development Kit (SDK) because the context is wrong for Trainz. If you want to develop assets then you will need a 3D editor with an compatible exporter for Trainz, an image editor and a bunch of other tools which are mostly free. If you want to write code for Trainz (Trainzscript) then any text editor will be fine. All the information you need is in the TrainzDev WiKi.
But, you will need to buy and register a copy of Trainz first.
