See the three dots on the far right hand side of the HUD? Clicking those dots rotates you thru the three modes, DCC, Cab mode, command mode. In command mode look for two downward "carats" (chevrons) just to the right of the track profile. Click on those to add driver commands.
Because when you are Driving in DCC (Simple) mode or Cab mode YOU determine where you go and such. The AI is not driving the train for you therefore you don't need the Driver commands.

Actually, it was quite convenient to have instant access to Driver Commands when in DCC mode. You could, for example, instantly use the 'instant unload' command to a coal train that you had driven into a goods yard. Now, you have to cycle through (not even a keyboard shortcut to do this) using the mouse then apply the command, then return to DCC mode. It was muck slicker and convenient before this change (IMHO).
You can still call the commands from DCC or Cab mode, just not from the interface. Just "CNTL" click on the loco and Driver Commands pop-up. As I'm sure you know the "intant unload" would need to be added to available commands in the session rules. (or may be you are simply saying that's not as convenient?)
