How to add water

Hi, when I try to add water in surveyor in Trainz 2009 and Trainz 2012, it dosen't show up and I followed the manual and it still didn't work. Does anyone know why?

Perhaps it's 'showed up', but the level isn't high enough to appear.

to test his theory, hit the grid button near the content search filter, if you see water just make it higher, if you dont, well say so and we'll figure out a way
