How do I reset the TIME

I have tried to reset the TIME in the Environments menu to 7AM. But when going into Driver, the time still starts at 10AM. What am I doing wrong? I want to run a long session, however, when daylight diminishes everything begins to stutter badly. Does nighttime use more computing or graphics power that causes the stuttering?
Any help would be appreciated.

To do this, you need to edit the Startup Options rule via Edit Session.

While in Driver, you can also alter the starting time in the Quick Drive options.
