in trs2006, its part of cmp. (but kinda as far as i know doesn't work reall well without service pack one to fix it) other versions i don't know.
it also isn't neccessary. everything (as far as i know) on the dls has an ftp alternative. as long as you've got a valid log in on the dls, just down ftp (click on where it says ftp download instead of where it says download helper) the cdp's you need/want and then commit them by hand.
