How can I access content

Can you help. About 14000 of content is said to be downloaded which it is not. How can I cancel all this and start to access the content properly.
Any ideas

Content manager shows everthing loaded, but I have yet to load anything, so soon as I try to load the yellow bar comes up at the bottom of the download screen say I am full.

The assets that come with the sim are all in the same folder so show as installed assets. You dont say which version? and if CMP which tab you are looking at.
