Welcome to the forums and Trainz.
For TRS2006, which is an older version, you need to purchase a First Class Ticket (FCT) for about $20 US for access to the Download Station (DLS). This is a new thing recently implemented into Trainz by the N3V Software.
The utility (program) called Content Manager Plus is used to download and import the data files into the program.
