Help with the CO17 Locomotive

Hello, unable to find any info about this. But I am having trouble on operating the CO17 DLC locomotive. My main question, is why does the regulator go into the negatives? I have a large amount of wheel slip at any speeds, even starting with the regulator set to 10. Are there any other tricks to deal with it's seemingly high hp output? I also have issues with the safety valve constantly going off, even with the cutoff at 25%

While in driver hold down CTRL and right click on the loco and check the weight of the train. Sounds like you are trying to pull too much weight.
