Help with Car Generator

Can someone explain how to use it please? I placed it on a road but could not raise or lower it. Then I cliked on the ? to edit the script and it locked up the Surveyor. I'm in 2010 BTW. I've got two versions, both seem to have come with the sim.

I have not yet got a car generator to work. It shows up on surveyor, but I cannot get any carz.
Normally, carz will just appear without the generator, but sometimes they do not.
