How do i download something, like a new train? I've submitted my serial number, but how do i download?

there's 3

2 ways-use content manager r/click on the asset and select download.
use the download station (above) and download.
Use a third party site for eg jointed rail, rrmods,UKBL

Open CM through the Trainz 2010 icon start menu (choose content), then select the Download Station Tab, and right click then "Download" anything you see that you want.

just open content manager by selecting content instead of start on the launcher, then search your interest in the small search bar for example BR class 66, and if you see a icon with the class 66 that you like, then drag that icon to the large square in the far left of the manager, and press start. once it is downloaded, it will apear in the railyard, but to use it, go to the main menu option in the game in the far upper corner, and select surveyor settings, scroll down, and you will see a square that says display favorite content, so check no so the locomotive will appear in the surveyor. this also applies in terms of objects too, you can download those.
