Its not complicated but a little complex. It involves trackmarks, sound horn, and the whistle sign rule.
The pic is how the set up is:
First place your trackmarks where you want the long horns to sound. Name them something easy to identify.
Then place the sound horn found in the trackside objects tab. This is the short horn so place it between the trackmark closest to the crossing and the middle track mark.
Next Click edit session and add the whistle sign rule. Add the trackmarks to rule. Select blow horn once. If you want the bell to ring while the train is approaching the crossing the first horn select bell continous. And the last horn (trackmark) to end the bell.
Test out in driver and you now have Long, Long, short, Long

it is on the dls under whistle sign rule it is a trs 2004 item so when you search make sure you have the trs2004 box ticked
