This must be rail lines with mileage that are under the FRA jurisdiction. That is at least how I am interpreting the title of their map. You can change the background from the default map to a satellite view which I find more helpful because it shows abandoned lines on either side of shorter segments as well as industries, sidings, etc.
Requires Silverlight if you don't have that installed.
