Something like, can't see the forest for the trees, except in this case it's more like can't see the trees because the forest is in the way. In simple terms, the designers often don't get to see how typical users actually use the system as opposed to how an expert would. and not just in Trainz, it happens everywhere that usability and user acceptance is an after thought to getting the product out the door.

Usability is an afterthought just like the documentation that goes with the software. The issue we run into many times is the testers are experts and are familiar with the software, therefore, as you said do get it that regular users have difficulties using the programs.
