Dwarf signal question

Hello
Is there anybody who can explain what this two white stars on top of LED dwarf signal indicates? This signal is located at Ogilvie Transportation Center in Chicago.

Ogilvie Station, formerly North Western Terminal, in Chicago on February 23, 2012. Numerous LED dwarf signals dot the complex interlocking. The colors convey that a train has a route out of the station, but the dual stars illuminate if a commuter train has permission to depart the terminal.

WOW that is one complex Switch Puzzle.....Amazing talent to have devised it, but I wouldn't want to be the trouble shooter.........Thanks for sharing........

@Cascaderailroad: thank you for explanation, but i got another question - red signal with stars mean that train can depart station or not?
