OK. I've been all over this forum and nothing seems to come close to answering my question, so here it is:

Can the list of drivers in the Driver Setup Window be reordered (sorted) without having to delete the driver and put it back at the bottom of the list?

What I have notice this past week or so when adding consists to a new Session that the drivers are alphabetical, have not checked my old version yet to see if that is the case there. So this may be why they are in the order you have. I have stopped adding consists when Editing the Route, now add them when Editing the Session. So each time you add a consist you have to add a Driver first.
 
When you add a single loco, to a blank route, there is only one driver "on call".

In surveyor, you can add as many dormant drivers (ready to be selected, and inserted into a cab) to the route as you want.

You can make them: "Get Off Train", and "Move To Train"

I guess that you could re-name their config files to change their name to suit you.

There's no need to rename the drivers in their config files. Right in Surveyor, when placing them, you can rename them to whatever you want. When I add in portal drivers, I rename them so that there's a -P after their names to distinguish them from the other AI drivers. This helps when there are a ton of drivers running the trains and one of them gets goofy. At least then I know it was one of the stellar portal drivers causing the issue and not one of the assigned drivers.

Another thing too, in addition to adding drivers as needed, is adding a handful of extras. I keep these guys on the job board just in case I need to assign them to a job. This saves me from needing to take someone else offline to assign them to another train.

Renaming the drivers does not change the order in which they appear in Driver mode. What I think you are getting at is to be able to move a driver and his schedule up or down the rank of drivers in Surveyor mode. This would be a nice feature to be added to the next Trainz version.

What I do is to set up the schedules in the Schedule Library rule instead of in the Driver Setup rule. Then you only need to use one command per driver - Copy Commands from Schedule Library. This does mean that you need to edit the library when changing driver instructions but makes it easy to change the schedule that is assigned to a driver.
